The dock, for all intents and purposes, is just a bonus to the property that may or may not be usable when your client applies for a permit. That being said, I understand the importance of having a boat slip on the lake, therefore you have other options such as the Choctaw Marina or the multi-slip dock there houses down from this property. But until your client can apply for a permit with the corps in their name, regardless which option they choose, they have to own the property first and must go through the application process to obtain access/use of a dock.
